Use the word counter when a limit is a word count: an essay, a caption, a form that says “250 words”. Use the character counter when the limit is characters, including or excluding spaces: an SMS, a title field, a meta description.

Both pages count in the browser. The text is not uploaded, not stored and not graded. A contraction such as “don’t” is one word. A line break starts a new paragraph for the paragraph count; it does not change the word count by itself.

These tools do not check spelling, detect language, estimate reading time or keep a draft. Refreshing the page throws the text away.
